Guys opinion desperately needed!!!?

Had major eye contact with a guy at work for months, in fact, he took every opportunity to stare at me in my office whenever he could. I didn't misread it as you have to turn your head to look in my office so it was obvious when he was looking. We then started to do the "hi" thing. I have only been working at the office for a few months but my friend has worked with him for years, so she casually said to him when nobody was around....."when are you asking **** out?". His reply was that he thought I was lovely but he had a lot of **** going on right now and needs to sort his head out! Was he really saying he wasn't interested or would he have just come out and said that?? Not sure what to think about it right now!
